Large-scale educational reforms towards implementing the Concept of New Ukrainian school are taking place in Ukraine, where inclusive education is one of the important parts of these reforms. Essential efforts of many stakeholders – governmental institutions, civic organizations, scientists, educators – are focused at the development of educational policy and its practical realization. The theme of our research is conditioned by the existing contradiction between specific steps within the context of educational reforms according to the Concept of New Ukrainian school and the real situation of its implementation in the school practice. The aim of our research is to investigate the impact of educational policy in Ukraine on the practical implementation of inclusive education in the Ukrainian educational environment. The following methods are used in the research: experts` interview to study educational policy and practice according the following criteria: quality, effectiveness and equality with: 1) politicians, managers, scientists, civic leaders, who involved in the development of the state educational policy in Ukraine; 2) scientists and University teachers who develop methodology, theoretical and methodological issues of inclusive education in the Ukrainian scientific environment; 3) practitioners, who implement inclusive education in the schools; the analysis of legislative documents where the educational policy of Ukraine in a field of inclusive education is described. Based on the results of the research, the content and main characteristics of educational policy in a field of inclusive education in Ukraine on the state level are identified (the influence of different stakeholders on the process of development and implementation of educational policy; values, which are the base for educational policy; political and sociocultural contexts where educational policy is implemented); educational policy and mechanisms of its implementation in the Ukrainian educational environment is analyzed according to the following criteria: quality, effectiveness and equality; the barriers in the process of its implementation and factors of successful inclusive education in the Ukrainian educational environment are identified; the dynamics of development of inclusive education in Ukraine is presented. The study on educational policy and practice of implementation of inclusive education in Ukraine testifies the certain steps of the state institutions towards creating the conditions for quality inclusive education. The analysis, provided in the research, allows to use our scientific investigations for further improvement of educational policy and practice in a field of inclusive education in Ukraine.
